A:No, you can't. Unless you have 2 suspended Digimon for the DNA digivolution, you can't digivolve because of this card's effect.

A:No, you can't. effects read "when one of your Digimon digivolves," so unless the Digimon for the digivolution is in a state where it can digivolve, the effect can't activate.
